Nazareth Borough Council president provides update to residents about mayoral opening process.
No mayor, no mention. When the three-member Police Committee—an arm of Nazareth Borough Council—and Police Chief Thomas Trachta met Monday night, a chair for a key member was empty. That would be the place where Mayor Fred Daugherty Jr. sat during the Police Committee meetings. But Daugherty recently resigned and Monday's meeting was the first without the borough leader. No one really seemed to notice. Daugherty's name was not mentioned once during the meeting by the Police Committee members—Council president Dan Chiavaroli, Trachta and Councilmen Carl Fischl, Charles Donello and Jack Herbst—nor by the 15 residents who attended. The 10-minute meeting came and went and not only wasn't Daugherty's name mentioned, but also the fact that the …

Nazareth Councilman Jack Herbst said the fate of the Nazareth Police Department remains up in the air until council hears from Colonial Regional Police.
The future of police coverage for Nazareth is being tied up by Colonial Regional Police. Councilman Jack Herbst, in leading Monday night's Police Committee meeting, told the audience of about 15 residents that there was "no further news or status updates on the future of the police force." In its first meeting since the resignation of Mayor Fred Daugherty Jr., the three-member Police Committee—an arm of Nazareth Borough Council—met for 10 minutes with only cryptic reference to Colonial Regional, which wasn't even mentioned by name in Herbst's chat with Councilman Charles Donello. "Did we give them a time limit at all?" Donello asked Herbst. "It seems like this is really dragging along. I wish they'd make up their minds and give us some …

Nazareth Borough Council's Police Committee will meet tonight despite the loss of its leader, Mayor Fred Daugherty Jr.
The three-member Police Committee—an arm of Nazareth Borough Council—and Police Chief Thomas Trachta will hold its first meeting tonight without a leader. The resignation of Mayor Fred Daugherty Jr. went into effect April 15, and he previously said his “recent and sudden resignation has not been for any other reason than personal.” When announcing the change in leadership, Council president Dan Chiavaroli said, "The Council and I have worked with Mayor Daugherty very hard over the last three-plus years dealing with the Nazareth Borough Police Department and its difficulties.” He added that borough officials will now "look in a different direction.” According to the Act 43 of 2012—Section 1123.1—which modernized and recodified the Borough …

Nazareth's Police Committee wants the full Council to approve a parking ban on the narrow and heavily traveled Bacon Street.
Nazareth Borough Council will vote on a motion next month to ban parking on Bacon Street. The narrow street is connected to S. Broad Street (Route 191), just before the intersection to Jandy Boulevard. Bacon Street is often used as a shortcut to CVS, The Learning Experience and the Raceway Plaza, which houses businesses like Dunkin Donuts and Dario’s Pizza. Jack Herbst, chairman of the borough’s Police Committee, said Bacon turns into a one-lane street when cars are parked along the side. “It’s like playing chicken. Who’s going to pull over first?” Herbst said. “I think we can eliminate that problem by not allowing parking on that street." According to Herbst, the homes along Bacon have garages or driveways. “They can get off the street…

The future of the Nazareth Borough Police Department is still being determined, and the borough's Police Committee won't elaborate on council's working plans.
The fate of the Nazareth Borough Police Department lies somewhere among Plan A, Plan B and Plan C. What are the specifics of each plan? The borough’s Police Committee isn’t saying. “There is a Plan A, a Plan B and a Plan C,” explained committee Chairman Jack Herbst. “Something will be done.” Herbst was answering a question Monday night from Councilman Charles Donello, who wondered, “Do we have any idea where we stand on our police department? Are we getting anywhere with this?” Donello added that he feels “we’re not getting anywhere” because of council’s monthly schedule. Council holds a regular business meeting on the first Monday of the month. A workshop is held on the Thursday before the regular meeting. Herbst reminded his colleague …

Nazareth Borough Council's Police Committee will contact neighboring police departments to discuss how to better handle annual training -- and associated costs -- for shared officers.
Nazareth Borough wants to establish a better training and certification process for police officers who work for neighboring departments. “[Part-time officers are] working for other departments and we’re picking up the full tab,” said Jack Herbst, chairman of Nazareth Borough Council’s Police Committee. “I don’t think we should be paying for part-timers’ training. Our taxpayer dollars are going to benefit other departments.” Nazareth Borough employs two full-time officers and seven part-time officers. The full-time officers are ensured 40 hours of training, because it’s a stipulation in their contract. Police Chief Thomas Trachta explained that no officer can hit the street until they comply with Act 120. According to the Municipal Police…

Nazareth Borough Council's Police Committee has a change of heart in regard to the television in the Nazareth Borough Police Department headquarters.
Nazareth's police chief on Monday was given permission to reconnect the cable to a television in the Nazareth Borough Police Department headquarters on S. Main Street. The announcement from Nazareth Borough Council's Police Committee was made 366 days -- or one year and one day -- after a Highway Department employee was instructed by Mayor Fred Daugherty Jr. to disconnect the RCN cable. The donated television in the police department's headquarters has been a sore subject in Nazareth Borough Council Chambers. The mayor has said he heard rumors of officers from Nazareth and other departments watching the television for entertainment. "After some thought and after what happened with Hurricane Sandy, and after a brief conversation with […

A Nazareth resident questions the future of a troubled councilman; the answer doesn't arrive in a pretty package with a simple bow.
Five absentee ballots in November 2011 allowed Larry Stoudt to retain his seat on Nazareth Borough Council until 2016. He has served on Council for more than 30 years. “I'm going to do the best I can and work for the betterment of the community,” Stoudt told Patch after his competitor, Thomas Heckman, conceded defeat. One year and three days later, a Palmer Township district judge ordered Stoudt, who is facing charges of obstructing a state police probe, to stay out of borough Police Department headquarters. During Council’s Nov. 19 Police Committee meeting, a resident asked about Stoudt’s future as an elected official. “He’s charged. He hasn’t been adjudicated yet,” explained Dan Chiavaroli, president of Council. “Only the governor can …

Nazareth is relying too heavily on part-time officers, according to the borough's police chief, and neighboring municipalities are fed up with filling in the gaps in coverage.
The Nazareth Borough Police Department is relying heavily on part-time officers. That’s a problem, according to Police Chief Thomas Trachta. During Monday night’s Police Committee meeting, Trachta said part-time officers are not reliable because of other obligations and full-time jobs. And, he added, if given the choice to work for Nazareth or another municipality -- many officers work for multiple departments -- on any given night, the officers will choose the other municipality. “We’re barely hanging on,” Trachta told the three committee members and Mayor Fred Daugherty Jr. “The borough has been dragging its feet for far too long. Hiring more part-time officers is not the answer. Running the department at 50 percent and hoping for the …

Should officers from the Nazareth Borough Police Department have access to a television with cable? That was the million-dollar question at Monday night's Police Committee meeting.
If Nazareth Mayor Fred Daugherty Jr. has his way, the RCN cable attached to a donated television in the Nazareth Borough Police Department will remain disconnected. A Highway Department employee was instructed by the mayor to disconnect the cable on Jan. 20. According to Daugherty, Police Chief Thomas Trachta went against a direct order by not removing the television. “Where do you think an officer is most useful?” Daugherty asked at Monday night’s Police Committee meeting. “Sitting in the squad room watching TV, or out in the street patroling?" While Trachta agreed that patroling the streets of Nazareth is where officers are most useful, he asked permission to have the television reconnected, saying it’s used for training purposes and so …

I am sure he will be remembered at some point. He did take a look at bringing Colonial in during his reign as mayor and after 6 months for reasons only known to him he decided colonial was not the answer. Yet now council is back on the Colnial band wagon.?? We send a proposal to 4 depts and hook no one but am told through negotiations in the future maybe. So why are we not talking to Upper …   more ›
