Man Allegedly Throws Paperwork at Officer, Heads to Jail

Richard Bizousky II, of Effort, allegedly threw a packet of paperwork -- for an unknown reason -- at Crystal Happel, a Bushkill Township police officer.

A Monroe County man threw a packet of paperwork at a Bushkill Township police officer -- leaving a scratch on her face -- as she sat in her patrol car about to head out for a call, according to court records.

Officer Crystal Happel saw a blue Chevy Silverado “driving erractically” into the around noon on Dec. 26. She was at the lot’s stop sign when the man -- identified as Richard Bizousky II, 49, of Effort -- “angrily got out of the truck,” the records say.

Happel asked the man his name when he got to her car and he said “Rick.” She told him she had another call to handle and he said “no.” She was about to leave when Bizousky threw a packet of paperwork in her face and walked away. The records do not say what the paperwork was about.

Bizousky, whose address is listed as 5-52 Rocky Mountain Drive, was charged with simple assault, obstructing administration of law or other governmental functions, harassment by physical contact and disorderly conduct.

He was arraigned later on Dec. 26 by on-duty District Judge Jackie Taschner of Palmer Township and was taken to Northampton County Prison after failing to post 10 percent of $10,000 bail.
