Shenanigans ?

I heard that Nazareth Council is going to spend $10,000 on new railings for outside borough hall. With a job like this and the amount that is to be spent this should be an open, public,  bid for this job. It was brought to my attention that the " $ 10,000 "  job was broken into 2 separate bids which would keep the 2 separate jobs under the requirement of accepting 3 phone bids from general contractors at the lowest cost to the Nazareth Borough taxpayers. With making the same job 2 different jobs the, " powers that be on council " , can give this job to whomever they choose  closing the door on outside business owners who could potentially bid that job at a lower cost to Nazareth. Why would the same job, same exact railing be 2 separate jobs ? Please explain ? thanks for your time .
